Make it explosion on a successful hit and add support for TKS? That should make it over powered enough for everybody.
But seriously, SLS seems more like a stand alone spell to me. Spell interaction is fun and all but not really very practical. At least that is my experience with moonblade and TKT. SLS is not exactly easy to snap cast, i believe, and any serious spell interaction would suggest the sphere getting destroyed in the process.

It really only became an issue when I was in raiders and chiefs were spawning all the time on me. Stupid attack from pole.

Hu. You're the first person I've heard bitch about shift moonbeam upgrade. I mean sure, you cold build the mechanics of moving a moonbeam around into locate...or you could use the spell designed to shift moonbeams.
That and the normal operation of SM sucks. They could have removed it entirly for the ability to shift to targets and I can't think of anyone, except you possibly, who would have cared.

Serc, where did i write, i wanted to move anything into locate? I simply meant; make it possible to focus a moonbeam on someone you recently located.
This way you probably wouldnt even have to pick SM, and more importantly, it is basically already in the game to support celestial beacons.

Considering that I would categorize Shift Moonbeam, Shockwave, Static Discharge, Confound Enemies, and a couple others to also be omgwtfpwn when combined with other spells, I think you misunderstand what the term is referring to in this context.

1. The advance time absolutely must be improved. It always reminded me of one of those cheesy robots on the original Star Trek that advanced menacingly at the rate of 2 inches per minute. da DAH, da DAH, da DAH!
2. The protect self is a great idea.
3. Water restricion is just wacko. At most, have it cease functioning or, see below, loose some of its "charge/supercharge".
4. Perhaps make it to where it caps low but can be "supercharged" after the fact for extra damage/speed by focusing on it to see present mana state and charging it to add extra mana. Make this extremely hard and thus give the big kids something to learn/use MD. Make the charge/supercharge fade over time to address "mana management" concerns so that the big kids must continually pump mana into it to get max results and those who cannot manage the MD side yet must recast the spell on a semi-regular basis to keep it at regular strength.
5. Use it as a means to train weapons. Have the sphere float around the MM who is using a moonblade to try to hit it (preferably with a blue xibar moonblade). If the MM misses, the sphere will emit a small blast of energy shocking the MM (thus adding the required risk for learning combat skills). At higher levels, the MM will be required to wear a blindfold or helmet that has the eyeslots closed while conducting this training.

For what it's worth, I agree entirely that the engagement speed and water restriction remain problems. Water restriction will likely remain in some capacity, but probably dialed down to "while the caster is completely submerged."
I am uncertain about the exotic suggestions, though some of them are good on their own merits. Of those, the sphere auto-responding to defend you seems the most practical, but I will not promise that.

While everyone is on the subject of SLS, I was always curious why its cold damage? I think it makes more sense for it to burst light attacks which might burn or blind or intense force of gravity maybe? And it is already in a small way a minion to control. And if your target is already unconcious when you send it, it doesnt really matter that it takes a few seconds to advance to melee because you can be casting un-restricted the entire sphere's shelf life.
I think the pulse and damage might need adjusting to increase its damage on the level with other spells which have requirements in the same range, the duration is fine, although we can percieve stellar magic during the daytime and the starlight is never gone, we just cannot see it. A mage would have to use a chart perhaps to know which constelations he was below, or a ritual component.
The spell interaction idea is also interesting but I dont see making the spell part of an even slower set up attack is the fix here. And if it could interact with TKT you would be spending even more time summoning each sphere to TKT than you would to kill it with PD, which seems to be the most popular TM spell currently.
If the orb auto attacked anything which advanced on you, you could just cast an orb, dance, and watch your exp ranks tic. If im not mistaken interactability with the point and its ominous approach is a rather spooky role play tool to work with. And also for it to just respond with a will of its own to attack your enemies? Perhaps if you added the personality of each constelation into its use it would be the best.
If you wanted it to auto respond you could cast it on a constelation which you observe for Defense or survival. If you want it to do more damage you would go for a constelation which adds magic/offense such as the coyote. That seems to give everyone a bit of what they want and restricting its power to TM spells in its range. I didn't read much of your post because I don't care about sls, but it doesn't sound like there's anything stopping you from using whatever little wussy light color your heart desires. It sounds like YOU don't understand much about role playing if you want there to be MECHANICAL differences based on the way you choose to play. Also you're ugly.
