Chi is the life force that flows through all living things. Within the Monk's profession, it is central to understanding the martial concepts and techniques that give them their powers. The Monk build is fabulous and extremely impressive for GSIV. When the designers finally come through, they definitely meet the standard we are accustomed to for creativity and function. In this case, it seems incomplete? We need to introduce Chi into the mix as a mix of stamina, spirit and focus for a Monk. This will open a variety of roleplaying, characterization, combat and utility options.

Chi energy will always be maximized when Spirit and Stamina are highest. Harnessing Chi energy requires concentration, physical effort and spiritual power. Thus, a maneuver done with Chi points would have to draw a bit from both. This wouldn't necessarily mean that a Chi move would draw -1 spirit or more than -1 stamina for any use of Chi but they must be related mechanically. Chi energy would reflect the heat of battle, so the lifeforce within the Monk can be accessed and used to boost their battle performance. Imagine a major action kung fu star getting worked into a frenzy-- it's different than being cold and even tempered, a fighter gets juiced up and adrenalized. This is well prepared for as part of their martial training. Why not use it in GSIV fashion?

For example, a basic Chi value could be set for the Monk through level and stats, skill training. So let's say a 100th level Monk winds up with 160 Chi energy. During a battle, they may find themselves getting charged up and Chi moves become available. Alternately, they may trigger automatically. One Chi energy display would be a rapid fury of kicks and punches that deliver a focused consignment of blows releasing their Chi. When you play a Monk, it is a bit limited and you don't 'get off' to use a Vaudevillian term. It's a bit cloistered and limited. At times, you would expect the Monk to flare up for a bit of flurries or some sort of expression that is more expressive of a martial artist. It may apply to other professions as well but the Monk is naked without Chi. Another use of Chi energy may be to restore a little bit of blood or even minor wounds with enough training. This is possible with Chi in real life. We've all seem The Karate Kid and the healing done by Miyagi. Another form of Chi might be to unload some sort of bolt now and again. I would see this as a form of maneuver rather than a Spell Aim, like a glowing ball of energy spits out and the critters have to dodge.
