I'm not sure about those rings, but usually if something is functional, it has to give your character some form of a benefit. An example being imbeddible, contains a spell, enhancive, scripted in some way to give you a benefit. If you INSPECT a wearable item, it will display "The [item] appears to serve some purpose," if it is functional. Hope that helps.
