How do I acquire the binding rune that is needed to bind familiars to talismans?

Second question... are there to wizard guild masters that could meet me in the landing sometime to do a Wizard GuildMaster promotion?

Ask a wizard that already knows the rune.

You might try talking to Faulkil if you see him around.
