Thrown at present is effectively a script shared by various auction class items and mutant characters.

Because its main use is with auction class items, tweaking it is problematic.

Consequently, I would relegate the existing mechanics to "old-style" thrown, which those with the relevant items could go on using in the same old way and any thrown mechanics intended to be usable on a general level, I would create new mechanics for.

I would do it with a manoever rather than a weapon skill. Throwing weapons wouldn't be much use without training in the relevant weapon skill, but other items could be thrown for other effects without any training but the CMan. The manoever system is capable of handling special effects far better than the AS/DS crit table system.

Making use of the manoever would normally require purchase of appropriate equipment (bandoliers).

Bandoliers would be refillable at the same sort of shop they are purchased from. You might buy a bandolier of well-balanced daggers in the Landing but in Icemule it would get refilled with finely honed throwing knives.

Messaging would indicate that you put your weapon away, grabbed something from your bandolier, threw it, and unsheathed your weapon, but mechanically you would always have your normal weapon in hand. Similarly, the thrown item wouldn't actually exist and messaging would show it always be lost on use, whether it be to impact damage or disappearing into the environs.

Items intended to create damaging crits would be used from short range while those intended to distract and disable would be used from long range. Stance would indicate the range.

You could improvise by specifying whatever happened to be in your hand.

Heavy items would be capable of damage when thrown at short range and light items of distracting from distance.

The effects would be broadly similar to those that can be achieved by other CMans. Used from defense, it would be rather like dirtkick. Used from offense, rather like shield bash or charge. or use a javelin Roman style to get a shield sunder effect. However, you would pay for the ability to use one CMan for multiple purposes by needing equipment with a maintenance cost and it not being quite as good at any of these effects as the less versatile CMans.

2. Cman throw is absolutely the worst idea ever in the history of thrown in GS3 and GS4.
