Perhaps while this bug is being looked into, a workshop can be added in TV as well. According to the maps I have, this room in TV is labeled as the Library but is clearly not (either no longer or never was). The library in TV is near the alchemy workshops, but has no corresponding Valentia for sale; the room with this buggy volume is on the way to the Summoning Chamber. I can see how having a librarian to sell the book might be needed...
