So, I get an idea from the Monk boards that those actually do seem kind of near to being released... Now my question is, are Savants basically going to be scrapped? Or is there still a plan to release them some day?

In order: no, yes.
However, the dev team has many other projects on the slate right now, even after monks are completely done. I would not care to speculate as to when savants will be worked on in earnest again (some work has been done on them already). There's plenty of work to be done on existing professions and systems before that.
