When calculating magical ranks per level, do you use level + 1 to account for level 0 or is it just your current level?

This should work like Harness Power ranks. So you take your actual level. Between level 0 and the ability to train for the next level, you can always get 1x+2 ranks in any skill at the 1x cost, but technically "1x" is when the skill ranks equal your stated level.

With my example of Harness Power, for the ranks at 1x, you get +3 mana per rank. But you can train 1x+2 at the 1x cost. However, that +2 nets you only +2 mana total, because they are beyond 1x.

I have no reference for this, but just my intution at work.
