If it's a polearm that switches between 1 and 2 handed grips, use the grip command.

What he is referring to is a harness for polearm weapons and runestaffs. If it's the one I'm thinking of, its a Lorion harness I believe.

It's basically a display sheath of sorts. The one I own places the weapon in the sheath and has a description of the weapon sticking out of the harness.
