Yeah you still need a blessed glove/boot/weapon unless you are at Voln Rank 8. Then the glove/boot doesn't need to be blessed, although it won't help your attack.

What 1209 Dragonclaw does allow you to do is hit creatures that require magical weapons, like gargoyles, constructs and some others.
