Any chance of 111, when it hits a target (bandit) having the splash pull the other bandits in the room from hiding?

How about giving it the same mana cost as 908 when used against monsters as it's the identical spell (being used as a signal flare could be kept as 11 mana). I always wondered why the fire spirit cost was skipped over with all the major changes from GSIII to GSIV.

Damage spells are cheaper for elementalists. Its not just 111, 50-100% more mana for the identical or somewhat weaker effect is normal.

I also think the increased mana cost of 111 versus 908 is meant to represent the difference in overall power between a professional circle (the 900s) and a minor circle that 8 of 10 professions have access to.
