Just cast Elemental (417) or Spirit Dispel (119) at any target while they have a low level spell prepared.

Okay, that's what it was, then.

Since I got tired of them Dispelling my Guard3 or Barrier, I took to walking around with VibChant loaded up.
(Since everything carries a weapon [and/or shield, in the case of some shamen] up there except the mastiffs, I have an immediate use for the spell most of the time.)
