Time Stop (550) already works like this.

Getting some crazy results tonight with MANA SPELLUP. Used it before midnight, and it jumped from displaying 0 of 3 to 2 of 3. Used it after midnight, and it jumped from 0 of 3 to 4 of 3. Logs below. I'll BUG it in game, too.

This should be fixed, but may not fully resolve itself until the next midnight if you've already logged in today (in the last 2 hours) and used any of these cooldowns.
