When a character has 0 stamina, they can't use abilities that use stamina. Makes sense.

But when a character has 0 stamina, they can't use 0 stamina cost abilities. That is, if you're on Stamina Second Wind with 0 stamina, you can't use your free offensive CMANs, and if you've got Celerity running, and ATTACK with 0 stamina, you get your full RT, not the 0-stamina reduced RT.

I know it's an edge case, but if this isn't intentional, can it be looked into?
