Didn't get a definitive answer in the policy. Could I use a prominent NPC as a backstory for my character? even taking on the last name of said NPC?

I would go out on a limb and say you can do anything you can think up in this regard.

Whether people choose to believe it and how the NPC handles it is another matter entirely. In many respects I would say this depends on your particular back story and the particular character. (e.g. claiming to be some distant cousin of one of the town guards - reasonably believable, claiming to be the brother / sister of the Mirror - unlikely). Even that said, there's nothing stopping you from claiming to be thus and so even if it isn't actually true.
