What causes people to be on the "self" channel?

For instance, I type "esp who Farn" and I see some people listed there. What causes one to be attuned to someone's personal ESP channel?

All people that are logged in that have befriended you neutral or higher will hear your thoughts if you think on the self channel and their thoughts are on.
