Has there ever been a monthly contest to design a monthly contest?

There's a good idea.

The folks who run the contests could draw from the contest submissions and might even be able to share a contest schedule well in advance of any particular contest.

No. That would only count if it was a contest to suggest a monthly contest to design a monthly contest.
