They will sell this in the Alchemy Supplies store located somewhere within the cleric guild. In some guilds (at least wizards guilds) this room is hidden and you have to search around for it. I know these shop rooms are not hidden for the clerics guilds in Icemule Trace and Ta'Illistim (other than needing to explore the guild a bit to find them).

The item you are looking for is 'A flask of clear water' (and should generally be item 5 on the ORDER list).
