Was wondering if there was any intention to allow for Gnomes to have citizenship based on their culture similarly to how language is handled.

Based on what I'm seeing on the Wiki, citizenship in Illistim and Vaalor are limited to Elves, Sylvans, and Dwarves in the case of Illistim. Citizenship in Zul'Logoth is limited to Dwarves only. Would it be possible to get full or partial citizenship allowances for Aledotter and Winedotter gnomes in Zul'Logoth and Illistim/Vaalor respectively?
