That is the current idea, yes. Solves a few conceptual problems that familiar combat has, and I think it's a bit cooler to let Warrior Mages bust out a fire elemental (or whatever) and sic it at their foes.
I don't know when this will be implemented, as it involves work I'm not directly involved with, but it is the guild-side framework we're going for.
