I am circle 13 and I have 18 in charisma, according to olwydd.org I should be able to sell gem pouches at circle 12. I am still unable to sell them. Can someone shed some light on the problem for me?

no one realy knows when you can do it but in my experiance i gained pouch selling at 11th circle i had 50 ranks in trading 50 ranks in appraisle and 20 in charisma. hope that helps
make sure your trading and appraisal are at 50 each, not sure on charisma, but from the average of all the posts stating when they got theirs, those were the avg skills, and between 19 and 21 charisma
and make sure you have no debts, including guild debts at ech trading outpost
