The clerk takes you to one side, questioning you carefully about the incident. After several moments he says, "I'm sorry, Galadthon, but I don't recognize the place you are saying this theft took place. It doesn't sound like any place I know of on the trade routes around here."

I caught him RIGHT IN FRONT OF THE DAMN IRON DOORS!!!!!

Can someone explain this to me?

If you catch him someplace with its own local law enforcement - i.e., the cities - you have to accuse to the city, not the Guild. There's a guardhouse a block over from the Guildhall. Accusing to the Guild is done when 1) you were renting a caravan or pack animal, 2) you were on a Trade Route, and 3) you were outside any other local law enforcement.

if its in a city, youll need to accuse him to the guards. guard shack is just south of the iron doors
