Must be flagged PvP.
Must be at least 100th circle.
Must have xxx ranks of Stealth
Must have xxx ranks of Primary Weapon
Must have xxx ranks of Secondary Weapon
Must have XX in Agility
Primary and secondary weapons must be Ranged and or Light/med Edge <yes I think they are one and the same>
Personally id like to see a quest offered.. <hard quest> where you receive some kind of wearable fluff token <badge, crest, ring etc> from some Overlord type and confirmation that "allows" you to "join the brotherhood" and acquire your own contracts <in theory>.
