I'd put Gort somewhere between True Neutral and Neutral Good.

People who are meaningful to him, he'd be closer to Neutral Good whereas people outside that circle he would act True Neutral towards. For the people outside of that circle, its not that he doesn't care, its just he lacks any sort of real connection/attachment.
