I would most likely say that spending time in crafting halls (especially with that pace) is detrimental to your ranger bonus, but it really depends on where you keep your bonus.
"You pace back and forth." is right in the middle of the scale. If you were hanging out in the wilds before crafting then your bonus will slowly get worse. If you were hanging out in town before crafting your bonus will slowly get better.

Some people call "You pace back and forth." neutral which makes others think our bonus is unaffected, but that is kind of misleading. "You pace back and forth." is just in the middle.

On a 0-100 grading scale, "You pace back and forth." would be 40%-60% (Guessing. I'm not sure the real range). You could do a lot worse, but you are still failing.
