So Tolle told me how to create a hunter longbow but it's not working for me. The proper syntax was included in Tolle's speech. I've tried variations of the command with no luck. Are there any other requirements for making them?

Just 100th circle I believe. Someone else was mentioning about this not working for them too, so it might be bugged at the moment.
