The same reason your veins look blue beneath your skin IRL. A Gor'Tog's skin pigmentation causes the light to be refracted in a way that happens to make their blood look green.

In theory, the same reason you can have a lamp with white light, but put a colored piece of plastic over it, and you've got a colored light.
