I had my horse out and noticed the same thing just this week.

He started fighting back in combat weirdly enough but still no luck with commanding him to attack things.

from what I remember, the horses will only attack what your facing. not what is facing it. the only way I know of now to force a horse to attack something, is to signal it to charge.

oh.. my horse at 7 things facing it.
