I'm not sure if you're properly distinguishing the criminal warrant for forbidden practices on you from the social outrage system.
As long as you have a warrant, you will be arrested.
As for social outrage, i think it just means slapping on another warrant on you if you're seen in town, and that can go away with enough time.
If you have been keeping these properly in track, then the only thing i can think of is that you did not immediately leave town and stay out upon your first accuse and continued to try to use city services and already maxed out your SO meter.
IIRC Ignifera posted that it took her 2 weeks or so for SO to drain away. I can imagine that stunt she did would push her close to if not at max SO.
