Perform Cut and Blood Burst aren't related in any way. If you don't have an actual bleeding wound the spell just chews on your vitality; perf cut doesn't do anything to mitigate that.

On that note though, as a massive fan of the concept of blood magic(DR and otherwise), I really, really hope this book gets cram packed full of goodness. Bloodstorm pwease.
