So, it seems like in the past, maybe it was harder to be a necromancer in Theren because more PCs that lived there cared about it, and maybe it was easier in Shard. Now that the accuse system was taken away from the players and automated, maybe we could bring back some of that difference?
Perhaps I'm being naive in how this is all handled, but given that we necromancers seem to accrue SO over time in cities, I'm wondering if the provinces might have their gain rates adjusted to better fit their lore stance on how hostile they are to necromancers. I'm thinking P3 might accrue slightly slower and maybe P2 a bit faster? That's the only example I can think of where they would deviate from "average", but maybe there are more?

Correct me if I'm wrong, but I think this is already a thing. Sounds like this very idea went live when they migrated away from global SO.

The bonus/penalty is in SO drain. Theren forgives SO slower, Illithi faster, the other three float more-or-less between them.
