You need to find the Monks of the Crystal Hand sect representative. Try looking for the halls of Ith'Draknari.
I also recommend visiting every sect (assuming you aren't F2P) and talking to the representatives there before committing to a single sect. Unsected you can visit them all - but once you join, all are barred to you save your own and Heritage House.
