or
2) spell that somehow uses a rogue gate without destroying the caster?

Although there were huntable 'gaunt shadow masters' on Taisgath they weren't really true shadow masters by the lore. If a Moon Mage was powerful enough to summon one from the PoP and bind it to their will upon the PoA; they'd be strong enough to destroy large swaths of civilization on their own without the need of summoning a SM.

As far as our own experience, a shadow master is the top of the shadow creature food chain. That's why there isn't a gaunt shadow master hunting ground any longer and combining devourers doesn't create one.

It took Taramaine, Mortom and Erzebet together (using teleologic sorcery) to take down two shadow masters. Two Moon Mage council members and almost everyone else there still died doing it. The obelisk was destroyed and a Y'Shai died in the collateral damage.

I'd like to be able to weaponize a stable moongate in some way but I think the whole idea of a rogue gate is that you're attempting to manipulate space without the tools to do so (or control it any way).

From personal experience I can tell you that the 100th circle ability has no impact on your ability to summon a rogue moongate (ie it only works on teleport)

The 100th circle ability is twofold. It's not just catching a failed Teleport cast to place you outside of the nearest shard. It also allows you to CAST GRAZHIR or CAST <shard name> with Moongate to open a rogue moongate that sucks you from wherever you are and places you inside the astral plane at the nearest shard.

I hadn't considered using a moongate to enter the astral plane to be analogous to opening a rogue moongate, but I suppose it very well might be.
