Just putting up thoughtcast acts as if you were wearing both gweths at a volume level relative to the mana in your cast. If you want to use Thoughtcast to send thoughts, you do so as part of the cast. Syntax:

Cast target Your message here.

I don't think any use of thoughtcast replaces wearing an albredine ring for receiving think-tos, but your recipient can think back to you for a few moments.
