If you don't use a divination tool for prediction, your astrology skill and charisma stat are substituted in the equation where divination tool bonding would be (were you using a divination tool).
If you do use a divination tool for prediction, tool bonding is controlled by pool size, tool quality, and charisma (to a lesser degree). Tool bonding is a big deal if prediction is at all important to you.
With very high astrology and charisma tool-less predictions are superior to a freshly bonded divination tool.
With very high astrology and charisma tool-less predictions are inferior to a well bonded divination tool.
If your plan for your moon mage doesn't include astrology or prediction beyond the circle requirement you can go easy on charisma. Most of our spell contests are willpower contests. We don't have any Fear attack spells (unless shadow web's shadowy nightmarish hellscape is one - and ever exists again). Calm is our only Charm attack iirc.
