Bardic Recall gone missing? 10/22/2020 05:43 PM CDT

So I'm back now apparently after a 10 year long break.

And Bardic Recall is missing? What happened to it? Did someone abuse it too much or something? And what happened to the bardic library under the bard's guild? Is that banished too?
