Okay, let's try this yet again.

The prior cyclic changes to all bardic cyclic spells have been reverted. This should fix a large smattering of bugs and also restore the prep time to these spells (Though it should be fairly short).

All the cyclics saw some minor messaging clean up.

Several cyclics which weren't firing as fast as they should after being cast (Pyre, I'm looking at you...) were fixed.

The bardic cyclic prep messaging was removed. Instead... well, you'll see. I think we've finally got it right and you'll like the result.

All bardic cyclics have been flagged signature spells.

There's still a lot of bugs to fix and messages to overhaul and whatnot, but we're getting very close to having the foundation where I want it.
