I have well above 120 in both Bardic Lore and Performance, and money in 8 banks. No Gypsy title.
My guess is that the conversion messed up and it's still looking for "Music Theory", which no longer exists. Either that or there are added requirements.
This link is correct, except it should be looking for Bardic Lore now instead of Musical Theory. So basically, the old requirements are the same just a switch on the skill.
