Question... does more Inner Fire skill reduce how much forms affect the passive regen cap?

I only ask because I noticed that Piranha dropped it by 4 IF Bars, whereas Turtle dropped it by 10 IF Bars. Hopefully as I gain more skill Turtle will use less?

Yes, inner fire skill reduces the IF passive regen cap limit by a %. Harder forms lower the cap by a larger amount.
