This may have already been addressed, but I cant find it. With barbarians gaining magic abilities, does this open them up to the use of constellation jewelry or will there still be a penalty for their use?

I could be mis-remembering, but I think they said there will still be a penalty for having knowledge in Arcana. So, no not any more than now.
