There's a lot still to be done for Bards 3.0, but in the meanwhile for I've added Bardic exp to the following abilities:

Bluff Amaze
Bluff Distract
Practice Assess
Practice Breathing (This is a big one)
Practice Stretching (This is a big one)
Scream Havoc
Scream Defiance
Scream Concussive
Whistle Piercing.

I also removed it from playing instruments (This was unintentional). It should also be trainable through Recall Area and Evoke.

Please let me know how it feels for the time being. I'm very open to nudging the numbers about as needed. I have a feeling the lower circles may need more adjustments.

Ditto for Performance -- I didn't adjust it but I did look at the exp formula and it's complicated. I really need to see more real world Bards at the high end (the low end looked fine when I was watching) to get a feel for where the exp needs to go. If anyone wants to do some tests with your rank, instrument and training rate it'd be helpful.
