Yes would need some kind of timer. But not a general from all people timer, somehow link PC to PC timer.

It would need some kind of skill check. Like 700 stealing vs 25 perception no learning. 250 stealing vs 300 perception great learning 400 stealing vs 400 perception learns decent 500 stealing vs 250 perception learns but like 1/34

After seeing the initial results and some discussions with the powers that be, we've decided to do a one time amnesty of all prior crimes to offset the previous lack of decay.

You need do nothing to claim your amnesty, it will automatically apply.

Amnesty has nothing to do with active warrants. It only has to do with forgiving past crimes you've already paid the price for.

The amnesty was for past convictions. Your permanent record was wiped, but any open warrants are still open.

I've made a minor correction to the way prior crimes influence your fines.

Previously the effect of petty crimes and felony crimes were multiplicative with each other. They are now additive. The end result is people with a fair number of each type of crime should expect to see their fines drop a fair bit.
