I know that healing herbs are listed as a proper offering to Hodierna, but does this mean all healing herbs or is there a specific item out there called "healing herbs" that I assume is only useful as an offering to Hodierna. I tried to make an offering for a favor orb with normal herbs, but it didn't work. Is there a threshold I need to meet?

Jadice flowers, unicorn primers, unicorn beads and Immortal Hodierna cards should all work as proper offerings.

There is most likely not a threshold you need to meet, just that you are using the specific herb. I'm unsure of all herbs were updated in order to be used for offerings for Hodierna. It may be something you want to bug so that it gets the attention of someone.
