Anyone have any clue to functionality or lack thereof?

The spiral ram's horn has been capped and lipped with silver artfully carved with the device of Therengia. A thin line of script along the horn's length reads: "Therengian Faire, 391 AL."
The horn is not corked.

If you have high appraisal skill try: Measure my horn

or (and preferably)

Get a yardstick from the nearest outfitting society or blacksmith and (while holding both the horn and yardstick): Measure my horn with my yardstick

This should tell you what it's volume is. Without looking at it I would guess it's just a small container for holding liquids. You can probably open it (uncork it messaging) and close it (cork it messaging). It might predate STUDY but give STUDY HORN a try as well.

You will want either the FILL or POUR verbs.

I think it's a liquid only container. Try buying beer or wine or ale and holding both the horn and the booze. Fill horn with noun.
