Or maybe my question really is where does it come from. I can only find 1 source on elanthipedia and surely thats not it, or is it a real relic?

It's a relic if you view unique GMNPC gear as a relic.

Hmm, falling off the body of a, like, general necromancer guy from a major in game campaign, does put it a bit above items that were purchasable..

Depends on if you're looking for it, or want something like it. If you already have it, great! If not, there are other options you could have altered to look similar.
