If you are a citizen of Mer'Kresh (M'Riss?) there is a boat that departs from the dock near Leth.

Otherwise, you have to go to Ratha, complete a pretty annoying pseudo-quest, take a ship to Hara'jaal, climb a wall, then take another ship to M'Riss, and then a barge to Mer'Kresh.

This also works when you're on Kresh and want to get to Crossing, but getting over to Kresh the first time is something like a right of passage.
