I know that lots of people in lots of provinces are asking for an "of city name" benefit, but I think this would be particularly appropriate for citizens of Ilithi since there is not overall "Ruler" of the entire province, just several leaders apprently working in tandem. For example, Starsha is an Elothean and a citizen of Shard because that's the center of the Elothean government. An Elf of Horse Clan owes the Ferdahl little allegence. Just a thought.
