In Ratha citizens don't have to pay left fees and get discounts in catalog shops.

Right now there are 6 places to become a citizen. These are:

Zoluren, which includes Dirge, Arthe Dale, Crossing, and Leth Deriel
Therengia, which includes Riverhaven, Langenfirth, Theren, and Muspar'i
Ilithi, which includes Chyolvea Tayeu'a, Fayrin's Rest, Shard, and Horse Clan
Ratha, which includes the upper and lower tiers
Aesry Surlaenis'a, which is just the whole island there
M'riss, which includes Mer'kresh and (maybe) Hara'jaal

General Benefits:

You get a post-title of the province/island you are a citizen of.
You get a significant discount from all the stores in your province.
If your province has ships, you can sign up to get notified of the next time they arrive and leave.

Individual benefits:

Zoluren - You get to ride on the ferry for free.
Therengia - You get a discount on the ferry and barge, plus citizens can go into Theren Keep at night without swimming through sewage. There's also a citizen-only store somewhere.
Ilithi - You can go through all of Shard's gates at night, plus there is a citizen only store in the south side of the city.
Ratha - The lifts are free.
Aesry - None that I know of
M'riss - You get a nice amulet that's citizen-only.

Obviously, it doesn't make much sense to become a citizen in a place you don't spend a lot of time in, except maybe for roleplay purposes. You get billed once a month, for an amount that's usually less than 5 gold, I think that was changed for all provinces. If you decide you don't want to be a citizen any more, you have to wait 1 month before you can be a citizen somewhere else.

That's all I can think of off the top of my head. Hope it helps.
