Trying to find the citizenship clerk for Velakan citizenship. Last i heard, it is still considered a part of Therengia. I checked in Therenborough, only get the option of Therengian citizenship there. I checked the town hall of Riverhaven and couldnt find a citizenship clerk anywhere. I dont see any kind of citizenship office in Muspar'i either. Anyone know where to go for this?

Using that same map posted above, go one room southwest of the jail. It's in a building there. It's not shown on the map but it's right next to the gate to the housing area.
