Changing this over to something a little more dignified, what is up with certain people having blue names?

I understand Red Names for GM, or Simu-related individuals, what are Blue Name?

If I understand it right, blue names are people that have a long standing reputation of good info and record of good posting and are there to kind of assist in a way.

Blue names are community leaders, Picked by GM's as leaders of there guilds and who possess a good attitude when they post and great knowledge of the game.
